The copper wire was die struck using a design created for the 1939 Golden Gate International Exposition in San Francisco by the Cranston Fancy Wire company. Note that this is a reproduction that was struck in 2020, not a collectable from the 1939 expo.
Your cuff is made from thick copper and is about 3/4 inch wide and 6 inches long, with about an inch opening.
